Negotiating the First Contract

o Now:  The employer and employee representative must negotiate in good faith until an agreement or impasse is reached.

o EFCA:  Upon demand by the union, the employer must commence negotiating within 10 days after certification.  If the parties do not reach agreement within 90 days from the commencement of bargaining, mediation may be requested, and mandatory interest arbitration may be invoked 30 days after the mediation request.
